Resolution to Provide for
Reinstatement of
Parliamentary Rules for
Elected Legislature
Of the Kingdom of Hawai’i
WHEREAS, the Kingdom of Hawai’i was wrongfully and unlawfully overthrown in violation of the Law of Nations; and,
WHEREAS, the lawful and recognized Sovereign of the Kingdom of Hawai’i, Her Majesty and Queen Lili’uokalani, did, under threat of force, relinquish the sovereignty of the Nation; and,

WHEREAS, Her Majesty and Queen, Lili’uokalani made formal international protests and complaints against the wrongful and unlawful overthrow of the Kingdom of Hawai’i, all in accordance with the principles and usages of the Law of Nations; and,
WHEREAS, the direct Heirs to the Monarchical Crown of the Kingdom of Hawai’i passed from this life before the wrongful and unlawful overthrow of the Kingdom of Hawai’i was officially recognized, and before public apology and reconciliation was extended to the people of said Kingdom; and,
WHEREAS, the de jure government of the Kingdom of Hawai’i has been in exile since the wrongful and unlawful overthrow and the lawful departments of its government, including the Legislature have been vacant for over one hundred years; and,
WHEREAS, on November 23, 1993, the United States of America, by and through its Congressional and Executive branches of Government, enacted and passed Public Law 103-150; and,
WHEREAS, the United States of America has publicly apologized for its wrongful participation in the overthrow of the Kingdom of Hawai’i and has recognized that the people of the Kingdom of Hawai’i have the right, power, and obligation to reinstate their Nation and de jure Government and, thereafter, to take their rightful place among the Nations of the earth; and,

WHEREAS, the Constitution for the Kingdom of Hawai’i delegated power to a duly elected Legislative body to: (1) appoint or elect specified vacancies in the public offices; (2) make such laws as it deemed necessary and proper to fulfill the Nations internal and external obligations; (3) make such rules and regulations as it deemed necessary for its own deliberative proceedings and process; and (4) provide for and make amendments to the Constitution for the Kingdom of Hawai’i; and,
WHEREAS, it is necessary that the body of elected Representatives of the Kingdom of Hawai’i be brought together to act and sit in lawful legislative session and to there and then begin the process of reinstating the Government of the de jure Nation of the Kingdom of Hawai’i; and,
WHEREAS, it is necessary that the deliberations of the newly elected legislative body have such rules and regulations as are necessary to the proper and efficient execution of its duties.
Be It Resolved:
THAT the parliamentary rules and regulations of the legislative body as existed at the time of the wrongful and unlawful overthrow of the Government of the Kingdom of Hawai’i, be obtained and adopted as the “Rules of Procedure” for the newly elected Legislature; and,
THAT
said “Rules and Procedure” be used by the duly elected body until said
Legislature shall deem it necessary and proper to amend the same; and,

THAT true, correct, and complete copies of said “Rules and Procedure of the Legislature of the Hawaiian Island” (1890) be made available to all those participating in the reinstatement process for the Kingdom of Hawai’i; and,
THAT Jackie Carlisle be appointed to assist the Office of the Minister of the Interior, pro tem, to contact and communicate with such other organizations, associations, and parties, who have shown and taken an interest in the reinstatement process concerning the Kingdom of Hawai’i; and,
THAT upon such contact and communications with said interested organizations, associations, and parties, the Minister of the Interior, pro tem, and Jackie Carlisle shall convey the sincere desires of this Council as set forth in this Resolution; and,
THAT the Minister of the Interior, pro tem, Jackie Carlisle make such arrangements for and extend a cordial invitation to all interested organizations, associations, and parties to attend a joint meeting for the express and limited purpose of resolving and obtaining a mutual resolution and agreement to adopt said “Rules and Procedure” (1890) for the newly elected Legislature of the Kingdom of Hawai’i; and that the same be made available to all who are running for an elected position in the Legislature.
