Paret 1 "Executive Overview"
We have undertaken the study of "Jusen" problem. It is a problem of the collapse of "bubble economy" and millions of bad loans.
To think the resolving of this problem is very important for us. Because this problem last long time unsolved, Japanese economy can not recover from "Heisei Hukyou". It is even dangerous, because people are emotionally involved with a "quick way to make a back" which means that if there are no measures, people will invest without feature vision. It made wild invest again. People are easily think they can make a lot of money without anything by investment.
After the Plaza agreement the Yen became very strong and the credit liberalization, Japanese economy turned into the "Bubble Economy". In this situation, many prople thought that "the stock market in Japan would rese forever". So people bollowed a lot of money from bank and "Jusen". And invest in Japanese and international real estate and secrets. But they could only see mere paper or fantasy money. For example, there is a real estate thich could be sold $550,000 before the collapse of "bubble economy", but after the collapse of "bubble economy" it was sold only $100,000. So they only made effort to get large amount of debt.
Now we will discuss about some cause of this problem and our resolving of this problem.
"Hesei Hukyou"(this long and big depression) is biggest depression since the end of World War. Japanese economy has dveloped very quickly and very strongly since World War. And there were no critical depression so Japan had no time to look the wrong part of Japanese economy systems. Now it's the best time to check the systems. Its is best way to develop the economy and aproach to perfect economic system.

What is "Heisei Hukyou". You need to explain, in English, what this term means. Don't forget, this is an international document. You cannot assume that the reader of this report will understand what a Japanese term means.

Is the Japanese government making any rules so that a situation like Jusen will not happen again in the future? Do you think that a Jusen problem will happen again in Japan?

The Japanese invested quite wildly in Hawaii. Can you find "concrete examples" (real examples) of situations where Japanese investors "lost their shirts" (losts their shirts means lost all of their money). Try and find out how the original investors in an Hawaiian property were able to get many simple Japanese citizens to invest their money in this property....because, in many cases, it was small people who invested a lot of money in bad property who lost their money.

What punishment, if any, should be given to the wild speculators in property in Japan and overseas? Is "wild speculation" a crime? If it isn't a crime, should it be a crime? Or, should individuals have the right to "lose their shirts"?
