Facts About Hawaii's Current Collective Bargaining Negotiations
Hawaii Government Employees Association (HGEA)
- Represents more than 29,600 government employees
- Ratified a two-year contract in October 2009
- Plan called for two furlough days per month for 20 months (October 23, 2009-June 30, 2010. Furloughs amount to about 8 percent pay cut.
- Most state offices closed two Fridays a month
Hawaii State Teachers Association (HSTA)
- Represents more than 13,000 public school teachers
- In September 2009, Board of Education, HSTA and the Governor negotiated a two-year contract calling for 34 furlough days. This was overwhelmingly ratified by union members
- Teachers took furlough days to reduce personnel costs
- Furloughs amount to a 7.9 percent annual pay cut
- Senate formed a special committee during the interim to consider options to restore classroom instruction time
- Legislature supported holding a special session only if the HSTA, Department of Education, and the Governor could come to an agreement by the end of 2009 to divert $50 million from the Rainy Day Fund and cover 12 furlough days
United Public Workers (UPW)
- Represents more than 13,000 members statewide
- Negotiations for Unit 1 are ongoing
- In January 2010, an arbitration panel ruled that members of Unit 10 will receive either pay cuts of up to 5.45 percent or furloughs of up to 24 days
University of Hawaii Professional Assembly (UHPA)
- Represents approximately 3,900 faculty members
- In January 2010, ratified a six-year contract
- Salaries temporarily reduced by 6.7 percent for 18 months
- After 18 months, restores pay, lump sum payments to reimburse money lost in the pay cuts and 3 percent salary increases in 2013 and 2014
- Paydays moved to the 5th and 20th of each month, which results in the loss of one paycheck in 2010 that will be repaid upon retirement or leaving the university
